 Highways owned by automobile drivers

With the recent accidents involving pedestrians, cyclists and horses I have been surprised by how many motorist think that these pass times do not belong on the highway. I have thought about this long and hard and I think I have found a reasonable solution to the problem. Why don't we build paths for pedestrians, cyclists and people who ride or drive horses, away from the motorists. These paths could be financed by a new 10% tax on fuel, car parts and insurance.
I for one would love this as I would gladly give up my automobile and ride my horse or drive my buggy everywhere with out a worry of motorists.
